3.2rev02 was a small update to the Wii Shop Channel that added WiiWare support, which would be used in a few days in Japan, although it was released worldwide in March. In addition to WiiWare support, it added the /shared2/ec directory, whose files are of unclear purpose.
This was also the first update to be detected by Wiimpersonator; while 3.2's contents are present, Wiimpersonator does not list the changes from 3.1rev02.
