The 4.3rev03 update was an update that installed Korean IOSes, some of which were stubs, into non-Korean consoles, to prevent people from importing older Korean IOSes and using older exploits in there.
It also updated the WL module of every IOS except IOS9, probably because IOS9 has its own subtree and this is not a critical security bug.
4.3rev03 also introduces a new Wii Shop Channel that requires IOS56. It is unclear why this was done, since IOS56 is identical to IOS61, but it may have been in preparation so that the IOS60/IOS61 code could be abandoned for the newer RVL-101 boards, although because Photo Channel 1.1 uses IOS61, this was not possible.
