The 4.3rev04 update was a small update released to prepare for the Wii U. It added IOS62, required by Wii U Transfer Tool, and it updated the Wii Shop Channel to prevent people from downloading the Wii U Transfer Tool without IOS62.
For unknown reasons, this update is not listed on Nintendo's website. Additionally, this update was released in Korea, despite Korea never receiving the Wii U. This may mean the Wii U was originally meant to be released in Korea.
