IOS20 was used exclusively by System Menu 2.2 and the EULA version that came with it. It most likely contained the connection fixes.
IOS20 contains an old WiiConnect24 driver (1.0FC4plus3), while the latest at the time of build was 1.0FC8 (found in IOS17). This most likely means IOS20 was forked directly from IOS11 to prevent compatibility issues with the System Menu.
