EULA is a hidden channel that is launched by the System Menu when the "User Agreements" option is selected, as well as by the Wii Shop Channel if the EULA has not been accepted. It is the reason the music stops when loading the EULA, as well as why the HOME Menu stops working here.
The browser itself is only responsible for displaying the EULA displayed within the box; the UI around it is drawn directly, unlike the other settings.
Because the EULA uses HTTP, a custom page can be shown there by changing the DNS, which is exploited by str2hax. However, the Wii will only load a page titled End User License Agreement; this prevents captive portals from loading.
EULA location
The URL for the EULA is stored at http://cfh.wapp.wii.com/eula/XXX/YY.html, where XXX is the user's country code and YY is the language code. For example, the below URL links to the United States agreement in English.
