IOS10 was used for non-U regions of System Menu 1.0. U region used IOS9 instead. This IOS fixes an AOSS bug present in IOS9, and it is unknown if and when this fix was ported to IOS9.
Like IOS9, IOS10 had no build tag while it was active, however, since the functional version was v518, this was most likely branched from IOS9, making this the first IOS to start incrementing its version from the IOS it branched off of. This also seems to be the only IOS branched from release-day IOS9 (i.e. v516), since IOS11 started at v6 and therefore came from something like IOS9v5.
Judging by /sys/uid.sys, IOS10 does not seem to have been preinstalled on Hollywood AA consoles, even in PAL/Japan regions. It is not currently known if it is distributed on launch day consoles in those regions, as they typically come with System Menu 2.0.
