IOS0 is an IOS only seen in a single reference from the SDK that shuts down WiiConnect24 for any IOS0 below v7.0. It is unclear how this IOS is reloaded to, since ES only reloads to an IOS between 1-3 and 1-257, and there are no special rules to change any lomem version to IOS0.
RVL_DIAG includes a test called swupDiag with descriptions Swupdate(ios0.7.x) for PP3 board and Need 64MB GDDR system and IOP-OS0.7.x that installs IOS3. This implies that there are IOS0 versions between v1792 (v0.7.0) and v2048 (v0.8.0).
