IOS19 is an unreleased IOS only known to exist from a WiiConnect24 user agent in IOS21 and IOS22 of WiiConnect24/FW_19.2.1. It was built hours before IOS21, and contains updated versions of KD, WD, and NCD. These updates are present in both IOS21 and IOS22, but IOS28 contains new versions.
IOS19v513 most likely came from IOS17v512 due to the version number, and is the parent of IOS21. IOS22 seems to have come from both IOS21 and IOS28, not IOS19.
