IOS14 was the first IOS with a 1.x initial version released. It was most likely forked from IOS13v8 or IOS13v9 due to the IOSP version being older than IOS13v10, although there is no way to tell if it came from IOS11 or IOS13 due to them being identical.
IOS14 updated NCD, KD, and WD from the November 14 to the November 17 builds, updating WiiConnect24 from 1.0FC4plus1 to 1.0FC6.
