Changes

dlcnt.bin is a temporary file used by KD to temporarily store downloaded content. This content is decrypted and has the WC24 [[WC24_Content#WC24_encryption|header]] removed. Once KD copies the content to the title's [[VFF|wc24dl.vff]],(or to wc24recv.mbx with WC24 [[WC24_Content#Announcements|announcements]]) dlcnt.bin is deleted. The only time dlcnt.bin is left on NAND, is when STM_Wakeup needed to be called when KD is writing content to NAND. If dlcnt.bin exists when KD_Download is executed again, dlcnt.bin is deleted. test
