:::No one has bothered. That is the simple and straight forward reason. Now, for making a custom channel without using .NET tools, that's perfectly possible, you can use other tools to do the job. Basically what you need are a legal base WAD (You can get these from the CustomizeMii Google Code page), a WAD (un)packer and a TPL converter. Extract the base WAD, convert the TPLs to PNGs, edit/replace them (!!make sure images are same dimensions etc!!), convert back to TPLs and then repack the WAD. Optionally, you could also edit the animation with Benzin while its unpacked, but that's tricky. And then you will have a custom channel WAD. As for installing it, you're on your own there :P. I'm guessing the main reason for installers being closed source is so that pirates don't change two lines and have a warez installer. And for HackMii Installer, that's obviously not going to be open source, then Ninty would see their exploits, and scammers would remove the scam warnings.
