Also WADs that contain 0 code from nintendo, such as custom channels with homebrew nand loader, own images, sounds and of course a homebrew app included are legal. Only legal WADs would be allowed at WiiBrew, but you have to subtract the WADs for stuff that is related anyhow to backup loading or other illegal stuff. Even if the software itself would be legal, it would still be not wanted here.
