The update partition for [[Title database#00010000 and 00010004 : Disc-based games|''Animal Crossing: City Folk'' (RUUE)]] contains [[IOS History|IOS38]], which may be required for the game's WiiSpeak feature. But it also contains [[System Menu 3.3]] and a "fixed" IOS30 and IOS31, which disables things that depend on the [[signing bug]].
And Disc Channel won't let you start ACCF until you've installed all updates from the partition.
