had some trouble with IOS9 when writing an ES_Identify bootmii installer. probably also why the hackmii installer doesnt work

[[libogc]] behaves weirdly with this IOS because it takes longer to initialize. As a result, when reloading to this IOS, it is necessary to repeatedly call <code>__IOS_InitializeSubsystems</code> after reloading to IOS9 until there is no error returned.
