IOS51 was used for the Wii Shop Channel that came with the October 23 update. Its modules are slightly older than those in the other 3.3rev03 IOSes, but they were the original modules used for stub IOSes. As of the System Menu 4.0 update, IOS51 itself was turned into a stub IOS, but not with these modules.

IOS51v4633 only differs from IOS50v4633 in the fact that IOS51v4633 has an FFSP module instead of an FSP module, but has the same version number, and that IOS51 has a USB_HID module instead of a KBD module. This probably means the System Menu-system channel IOS pairs are built from the same build script. The difference between these types of FS modules is not currently known, although FS(P) seems to be used by System Menu IOSes and monolithic IOSes, while FFS(P) is used by other IOSes.
