This folder is part of the /dev/fs file structure and a folder on the root of the Wii NAND.

This folder primarily has metadata, like description of system components.

It contains files of the name format /TITLE_HI/TITLE_LO/title.met, which presumably has metadata because .met is associated with metadata.
