This folder is part of the /dev/fs file structure and a folder on the root of the Wii NAND.
It has several .app files and a content.map file 9 (which presumably connects the different files together, which are split up because of technical restictions).
The .app files are numbered as 000000xx.app, where xx is a number starting at 00 and using hex (for example: 88, 89, 8a, 8b ... 8f, 90)
The purpose of this folder seems to contain system drivers, and libraries (so it is something you shouldn't edit, delete, or move).
