This is parts of the /dev/fs file structure, along with related folders /title, /sys, and /tmp (among others). These are all part of a wii's NAND.
This specific folder has a similar structure to /title, since both tickets and titles are part of a game or channel.
The folder, like /title, has five main folders:
/00010001 - for virtual console games.
/00010008 - Contains information for the EULA (end user licence agreement) and for region selection
/00010002 - Preinstalled channels like the news and weather channel.
/00010000 - Savefiles for games (this will obviously not be visible if there is no savegame data)
/00000001 - System menu files and IOS files (do not mess with this).
Each of these subfolders has a varying amount of .tik files, numbered from 00000000 and increasing.
