Can't put down the CONF allows the user to make non-temporary changes to the IPL.SADR section of the /shared2/sys/SYSCONF file. It is meant to help the user set their globe location for games such as Mario Kart Wii.
Host
To host Can't put down the CONF, you only need a web server which can host HTML files.
You can download the tool to your computer by visiting the code page and pressing the "Download raw code" button.
Important Warning
This tool can potentially corrupt the SYSCONF file, causing unintentional behaviour and potentially resetting the entire file. Usage of this tool is only recommended for emulator users, which can easily backup system files.

Usage
Select the /shared2/sys/SYSCONF file.
Preset regions will be automatically loaded (credits to Atlas) and can be applied by clicking on the selected region, then clicking on "Apply selection to 4 fields". Note, that some games require you to choose a region with a sub-region aswell to properly display your region.
The "Advanced" section of the tool is partially untested but allows you to manually set country, region & city code and globe location, additionally edit the country & region names.
