/shared2/sys/flags.dat is a file updated by CSFlags in the System Menu. While it is a 32 byte file, only the last bit of byte 7 is used; whenever CSFlags::UpdateFlagsFile is called, CSFlags decides whether this bit should be set. The value of this bit does not seem to be read by the System Menu, and may be a debug value to repair a bricked Wii.
