In response to your problem:

Make a file called "meta.xml" in the /apps/snes9x/ folder. Make sure it is called that, and not "meta.xml.txt". Make sure you have file extensions showing (so files appear as "test.txt" rather than just "test". If you don't have this enabled, follow the steps here.) Then go to this page, enter all the app's details, and click Create meta.xml code at the bottom. Then copy and paste this into meta.xml (open it with notepad). Now it should work.
