hi,i'm new to the whole homebrew buzz and I need to know how to program, wat do I do to mod/make homebrew/pc games

You need devkitPro and libogc (both available thru this site). Right now you have to code in C or C++. And you need patience. LOTS of patience. :) -aksommerville
