I was able to solve this, for anyone who may have this problem in the future, if you have luck as bad as I had, I solved the problem by taking out the SD Card, inserting it into my pc and deleting the 'boot.dol' not 'boot.elf' file along with the wii home files from the root menu and when i reinserted the SD card into my Wii it brought up the old preloader screen which I was then able to navigate through with the game cube controller to the health and safety screen and then resync my wii remotes.
