This folder is part of the /dev/fs filesystem and part of the Wii NAND.
This folder seems to be empty for most Wiis and its purpose seems to be as a staging area during import of new contents / titles (files placed here are temporary during installation, so they do not show up during a NAND dump or using WiiXplorer/other file explorers).
