IOS9 v518 was a Korean version (according to https://wiibrew.org/w/index.php?title=IOS_History&diff=46935&oldid=46934), for the same reason IOS4 v259 was. Also, IOS5 isn't on NUS; I'm not sure why it's labeled as being there...
