IOS31

IOS31 is used by the Regional Titles for News & Weather, and contains the slot-LED blinking code. The RiiConnect24-Patcher changes IOS31's RSA-Key, so it can download custom Weather- & News-Data.

Together with IOS30, and IOS37, IOS31 did not have its /dev/flash access and ES_Identify hack patched in 3.3rev03; instead, it was fixed in 3.4.
