This IOS contains the developertool "NAND BOOT PROGRAM" AKA "NANDloader". This was probably accidental.

In the past, this IOS was often used by homebrew, as it is one of the only known IOSes that is safe to downgrade on RVL-CPU-30 Wiis. It was then used to patch the signing bug back into newer IOSes, like IOS36.
