/tmp is a folder that is a part of the /dev/fs filesystem and a part of the Wii NAND. It is a temporary file storage folder (similar to /import) for IOS and other programs. Because this directory is cleared every time IOS reloads, it cannot be viewed with software such as WiiXplorer. From this, it can be assumed that programs use files in this directory, as well as IOS itself for writing and reading any temporary files that may be created and used. Known information about this comes from older filesystem superblocks, as well as a modded Dolphin.
Because this directory can be written to by any process, IOS has been exploited in the past by changing files like /tmp/title.tmd after they are verified but before they are moved to the correct directories.
