I like your structure more, right now 70% of the forum post are NOT related to homebrew development. It's mostly request for an apps or ideas. The only section I try the consult is "Programming Support" because I think kids are scared to post there, because of the text "This is the stuff normal people don't understand.". I believe the actual moderators could do a great job, it's just that most of them are new mods. They just need to be more confident and delete more post (repetitive or off topic) and move more post to the accurate place. The first step would be to have a good structure, like the one you proposed.
