After dumping my NAND files, it seems like the System Menu was version 0, IOS4 was version 3, and IOS9 was version 1 according to /meta. The IOSes match those on the startup disc Wii, and the system menu was also found in pieces on that Wii, which means anything interesting about the startup disc IOSes can be used for this.
