:I think the HBC just cares about the apps tree. Individual homebrew inside the apps might care about its own stuff outside, for example apps/pacman wants pacman/roms directories to exist. In the forums at wiihacks.com, I've read that installing Homebrew is not possible on a "virgin" 4.3 Wii. I'm assuming virgin refers to not having been modified at all before having been updated to the 4.3 patch. I don't see such a remark in this tutorial. Is it possible to use an exploit like Indiana Pwns to install Homebrew on a new 4.3 Wii?
