The Wii Startup Disc is a special Wii software disc, with title-id "RAAE", used to program early-run Wii consoles before the System Menu was completely finished. Early-run consoles were programmed with a bare-minimum system only capable of reading this disc and executing the contents of it. The regular System Menu will not load this disc because it has a check to see if a disc has the title ID 'RAAE' (see BS2 states 9/10). If it does, it refuses to load the disc.
